Det dynamiske indkøbssystem vedrører indkøb af julegaver. Her kan de ansøgere, der opfylder kvalifikationskravene, blive prækvalificerede, og efterfølgende byde på de specifikke indkøb. Indkøb på det dynamiske indkøbssystem foregår efterfølgende som et miniudbud. Konkret beskrivelse af opgaven, bedømmelse, kontrakt, vilkår mv. vil blive indsendt i forbindelse med det enkelte miniudbud. Leverandører, der optages i det dynamiske indkøbssystem, får besked, hver gang der oprettes et miniudbud, og får mulighed for at afgive deres bud gennem systemet. En kvalifikation til systemet indebærer ingen forpligtelse til at afgive tilbud. Leverandørerne skal selvstændigt vurdere, om de ønsker at afgive tilbud i hvert enkelt udbud.
