• •Lot 1: CAR, TPL primary and offshore terrorism and sabotage – EUR 450 Million any one occurrence, DSU primary (option) – EUR 50 Million in the aggregate: CAR, DSU, TPL and offshore terrorism and sabotage are mandatory components. DSU is a mandatory-priced option: a tender omitting a compliant DSU price is non-compliant, but the Contracting Entities may elect not to purchase the DSU coverage. Lot details: Quota share placement for both the lead insurer and followers, where tenderers are requested to submit bids according to the enclosed mandatory wording. The award criterion will be lowest price, based on the technical evaluation price.
• •Lot 2: DSU excess layer – EUR 295 Million xs EUR 50 Million First loss limit and in the aggregate: Lot details: Quota share placement for both the lead insurer and followers, where tenderers are requested to submit bids according to the enclosed mandatory wording. The award criterion will be lowest price.
• •Lot 3: TPL excess layer – EUR 75 Million xs EUR 25 Million any one occurrence: Lot details: Quota share placement for both the lead insurer and followers, where tenderers are requested to submit bids according to the enclosed mandatory wording. The award criterion will be lowest price.
• •Lot 4: Onshore Terrorism and Sabotage – EUR 156 Million any one occurrence: Lot details: Quota share placement for both the lead insurer and followers, where tenderers are requested to submit bids according to the enclosed mandatory wording. The award criterion will be lowest price.
• •Lot 5: Environmental Impairment Liability (EIL) – EUR 25 Million any one occurrence: Lot details: All tenderers bidding for the EIL insurance must submit bids for the whole layer in accordance with the enclosed mandatory minimum requirements. All tenderers may in addition to the mandatory minimum requirements submit supplementary wordings and conditions. The award criterion will be lowest price.

Selection criteria - applicable for all lots: Concession to write insurance in Denmark All Tenderers who wish to submit a tender must file a request for participation by submitting the European Single Procurement Document (hereafter ESPD) in accordance with the time limits put forth in the procurement documents. The Tenderer must declare whether the Tenderer is covered by the exclusion grounds listed in the ESPD. To fulfil the suitability criterion “Enrolment in a trade register” in the ESPD, all Tenderers must uphold permission to write insurance risks as specified in this tender by the Danish FSA.

Letter of Commitment To fulfil the economic criterion “Other economic or financial requirements” in the ESPD, all Tenderers must have a Financial Strength rating of no less than A- (Standard and Poor's) or an equivalent rating from a comparable ratings agency. A letter of commitment if the candidate relies on the technical or financial capacity of other entities, see Appendix D (Confirmation regarding other entity's capacity (Letter of Commitment)). Only the candidates relying on other legal entities to fulfill technical or financial capacity must complete Appendix D.
