Om opgaven
The Danish Hydrogen Backbone (“DHB”) project is a comprehensive effort to establish hydrogen infrastructure in Denmark, connecting planned large-scale renewable hydrogen production in Denmark with the German and European hydrogen markets. The full back-bone is planned to extend from underground storage in northern Denmark to the German border. The first phase focuses on the southern part of the system, with operation planned by the end of 2030. The purpose of the SQS is to establish a pool of qualified Suppliers that may be invited to participate in procurements for SAWL linepipe, external coating and pipeline induction bends required for the Danish Hydrogen Backbone.

The first expected call-off is anticipated to concern the Danish Hydrogen Backbone Phase 1. The pres-ently anticipated scope includes 30-inch and 36-inch longitudinal submerged arc welded carbon steel linepipe for high-pressure hydrogen transmission service, with a design pressure up to approximately 98.9 barg. The anticipated linepipe material is API 5L Grade X60 PSL 2 or equivalent. The supply is expected to include manufacture, material traceability, inspection, testing, certification, external 3LPE coating where required, preservation, marking, packing and delivery.
The anticipated scope also includes factory-manufactured 30-inch and 36-inch pipeline induction bends compatible with the associated linepipe system. The bends are presently anticipated to comply with ASME B16.49, with radii generally between approximately 5D and 10D and angles between ap-proximately 6 degrees and 90 degrees. The bend supply is expected to include mother or source pipe arrangements, tangent lengths, manufacture, heat treatment where required, inspection, testing, certification, preservation, marking, packing and delivery.
Applicants may rely on the technical and professional capacity of another entity, including a specialist induction bend manufacturer, subject to the requirements stated in the SQS documents. The final quantities, dimensions, wall thicknesses, bend radii, bend angles, coating requirements, testing re-quirements, delivery locations and delivery schedule will be specified in the individual tender docu-ments.

The ESPD must be completed in Comdia and submitted via “My Response”, cf. link in section I.1 in this notification. Applications not submitted via Comdia will not be accepted. A guide to the ESPD can be found on the webpage of the Competition and Consumer Authority (www.KFST.dk) in Danish (the Contracting Authority is not responsible for the content of the guide). The Contracting Authority reserves the right to request the applicant to supplement, specify or complete the information submitted. Applicants must submit the ESPD.
Applicants may not be subject to the mandatory grounds for exclusion under sections 135(1)–(3) and 136 of the Danish Public Procurement Act. Applicants must meet the minimum requirements concerning economic and financial standing stated in section VI.3 of this notice. The information must be submitted in ESPD Part IV.B. Applicants must meet the minimum requirements concerning technical and professional ability stated in section VI.3 of this notice. References must be submitted in ESPD Part IV.C or, at the Applicant’s option, in a separate reference document included in the application package.
Selection of Applicants for a specific tender will take place in accordance with the criteria described in the SQS Guide. The Guide to the SQS will be available through Comdia. - An applicant participating on its own, but relying on the capacities of one or more other entities (e.g. a parent or sister company or a subcontractor), must ensure that the application includes the applicants own ESPD together with a separate ESPD from each of the entities it re-lies on with a completed part II: “Information concerning the economic operator” and part III: “Exclusion grounds” of the ESPD as well as the relevant information regarding part IV: “Selection criteria” and part V: “Reduction of the number of qualified candidates”. The ESPD from each of the entities should be duly filled and signed by the entities concerned.
Further where an applicant wants to rely on the capacities of other entities, it shall prove to the contracting authority that it will have at its disposal the resources necessary, for example, by producing a commitment by those entities to that effect, which must be submitted as part of the final documentation. - Where groups of economic operators, including temporary associations, participate together in the procurement procedure, a complete separate ESPD for each of the participating eco-nomic operators must be submitted.

For admission to the SQS, the Applicant must document at least one comparable reference concerning the manufacture and supply of large-diameter linepipe for a hydrogen or natural-gas transmission pipe-line; and at least one comparable reference concerning the manufacture and supply of large-diameter pipeline induction bends for a hydrogen or natural-gas transmission pipeline. The requirement can be fulfilled by presenting one reference containing both elements. A comparable reference must concern linepipe manufactured and supplied in accordance with API 5L, ISO 3183, DNV-ST-F101 or another recognised equivalent transmission-pipeline standard.
The reference must concern linepipe with a nominal outside diameter of at least 30 inches, a material grade of at least API 5L Grade X60 or an equivalent grade, and a design pressure of at least 50 barg.
