Om opgaven

The Danish Hydrogen Backbone (DHB) project is a comprehensive effort to establish a hydrogen infra-structure in Denmark, connecting planned large-scale hydrogen production in Denmark, produced from renewable energy sources such as wind and solar, with the German and European hydrogen markets. The project is part of the European hydrogen infrastructure and significantly contributes to the EU's goals of climate neutrality and reduction of greenhouse gas emissions.

The full backbone is planned to extend all the way from underground storage in the northern part of Denmark (Lille Torup) to the German border (Frøslev), but a political decision has been made to initially focus on building the southern part of the system (Danish Hydrogen Pipeline – Phase 1), and thereby having this part operational by the end of 2030. The purpose of the SQS is to establish a pool of qualified Suppliers that may be invited to participate in procurements for the supply of valves required for the DHB.

The SQS covers two valve qualification categories: Mainline & Large Station Ball Valves, including mainline, pipeline, large station, manual piping and process ball valves in manual and actuated configurations; and Control Valves, including General Control Valves and Critical / Severe-Service Control Valves.. Applicants may apply for one or both categories. Final quantities, sizes, pressure classes, duties and technical requirements will be specified in the individual tender documents.

Delaftaler (2):

  • •V1 Mainline & Large Station Ball Valves: Mainline isolation ball valves, pipeline ball valves, large station ball valves, manual piping and process ball valves, bypass ball valves and other critical ball valves, including manual, motor-operated, electro-hydraulic, shutdown, emergency shutdown, blowdown and slam-shut configurations.
  • •V2 Control Valves: General process and utility control valves, including flow-control and pressure-control valves, and critical or severe-service control valves, including globe valves with multicage or other engineered severe-service trim.

Yderligere oplysninger: The applicant must submit one completed ESPD pr. category to apply for the Qualifications system. The ESPD for this tender can be found via Comdia. The ESPD must be completed in Comdia and submitted via “My Response”, cf. link in section I.1 in this notification. Applications not submitted via Comdia will not be accepted. A guide to the ESPD can be found on the webpage of the Competition and Consumer Authority (www.KFST.dk) in Danish (the Contracting Authority is not responsible for the content of the guide). The Contracting Authority reserves the right to request the applicant to supplement, specify or complete the information submitted.

An applicant participating on its own, but relying on the capacities of one or more other entities (e.g. a parent or sister company or a subcontractor), must ensure that the application includes the applicants own ESPD together with a separate ESPD from each of the entities it relies on with a completed part II: “Information concerning the economic operator” and part III: “Exclusion grounds” of the ESPD as well as the relevant information regarding part IV: “Selection criteria” and part V: “Reduction of the number of qualified candidates”. The ESPD from each of the entities should be duly filled and signed by the entities concerned.

Further where an applicant wants to rely on the capacities of other entities, it shall prove to the contracting authority that it will have at its disposal the resources necessary, for example, by producing a commitment by those entities to that effect, which must be submitted as part of the final documentation. Where groups of economic operators, including temporary associations, participate together in the procurement procedure, a complete separate ESPD for each of the participating eco-nomic operators must be submitted.

Further the final documentation must include a signed declaration by all parties of the group of economic operators (joint venture, consortium or other) stating that all economic operators assume joint and several liabilities towards the Contracting Authority for the performance of the contract as a whole.

Krav til tilbudsgiver:

For admittance to the SQS, the Applicant must meet the following minimum requirements in the latest annual report:

  • •Equity: Min. 8 mio. EUR - Solvency ratio of at least 20%. - If the solvency ratio is between 15% and 20%, equity must be min. 24 mio. EUR If the applicant is relying on the capacities of one or more other entities (e.g. a parent or sister company or a subcontractor) or the applicant is a group of economic operators (e.g. a consortium) the information for the ESPD part IV.B must also be given in a separate ESPD from each of these entities, cf. section VI.3 “Additional information”. It is the sole responsibility of the applicant to secure that the minimum levels required are reached on the basis of consolidation when the applicant is relying on the capacity of other entities or when the applicant is a group of economic operators (e.g. a consortium). Please note that the Contracting Authority might set higher minimum requirements to the Applicant’s economic and financial standing when selecting tenderers for the specific tenders.

For admittance to the SQS, the applicant shall - for each category applied for - document a minimum of one comparable reference concerning the supply of valves relevant to that category. A reference is not required to include every valve type or configuration listed within the category: For Category V1, a comparable reference shall concern mainline, pipeline, large station or process ball valves relevant to the category, and it shall concern hydrogen service or comparable high-pressure gastransmission or process service.
